Stuart retired in 2022 after 34 years in the Civil Service working initially in HM Customs and Excise finishing in the Law Enforcement Directorate before moving to Highways Agency in Nov 2002 on promotion. Stuart’s previous role as Strategic Road Safety Lead at National Highways saw him bring with him extensive experience in road safety strategy and delivery at the highest level. He represented National Highways and supported the Department of Transport at a range of national strategic road safety Boards and Committees, including the National Road User Safety Committee for the Royal Society for the Prevention of Accidents (RoSPA) and the Parliamentary Council for Transport Safety Behavioural Advisory Group (PACTS). Stuart is a long-standing judge for HRH Prince Michael of Kent’s International Road Safety Awards, a role he has fulfilled for over 20 years.
In September 2022 Stuart was appointed as Chair of TyreSafe the leading road safety charity dedicated to raising awareness of the importance of correct tyre maintenance to reduce the risk of death and injury on UK’s roads. His appointment supports TyreSafe’s ambition to strengthen its presence in the road safety community and supporting the safe system approach. Stuart is also a judge for the Tyresafe Awards and this year for the Intelligent Driving Instructor Awards

Stacy has worked in the highways industry since 1994, primarily with Condition Surveys and Pavement and Asset Management Systems.
My role at XAIS has primarily involved developing our skid resistance and road safety services and software functionality, which I am very passionate about. Having used Pavement & Asset Management Systems virtually every day for approx 30 years I have specialist knowledge in UKPMS and detailed knowledge of XA (eXpert Assets), i-ROADS, Scheme Engineer, SE_Data, Confirm Pavement Manager and MARCHpms playing an active role in the continuous development of the software from a user’s perspective as well as producing and developing training packages specifically for XA, Skid Resistance, i-ROADS, Scheme Engineer, SE_Data, MARCH and Confirm users and more generic UKPMS and Asset Management training seminars delivered regionally throughout the UK

Keith Brett MinstLM , Contracts Director of Kiely Bros Limited, one of the UK’s leading Independent Surface Treatments provider for a one-stop shop solution for Preparatory works, Surface Dressing, Encapsulation , Microsurfacing, Slurry Surfacing, Retread and Road Marking capabilities, all in-house with the most modern fleet in the UK, became Chair of the Road Surface Treatments Association ( RSTA ) in April 2022.
Keith has been involved with the Road Surface Dressing Association (RSDA) in its initial form and the RSTA since 2008 and is Sector Chair of the Slurry Microsurfacing Committee and an Executive Committee stalwart, who has been involved in many other committees including the Safety, Health & Environmental (SHE), Surface Dressing, High Friction Surfacing (HFS) and in producing Codes of Practice (CoP) documents such as the Guidance Document for Temporary Traffic Management at Surface Dressing sites over the past 20 + years.
He has been involved in the highway maintenance industry for over 30 years having worked for a variety of Surface Treatment companies over the years settling with the family run business of Mike Kiely’s in 2007 to present day for both father and son, also named Mike.
He is widely known in the industry to Local Authorities , Clients, Suppliers and Technical Committees, having begun in this Industry in a Technical Capacity in the early days and progressed thereafter from the ground up.
Keith is passionate about the Surface Treatments business and has spoken on the subject both internally for staff , externally for Clients and for the RSTA at various forums and presentations, recognising that a wider understanding of these important cost effective and sustainable preventative maintenance treatments is paramount for the UK Network.

Steve entered the highways sector as a graduate management trainee with ARC (now Hanson Aggregates) in 1982 and has held roles up to CEO level in the UK and USA in companies serving the highways sector with products and services.
Steve’s experience spans all types of quarried aggregates, asphalts, concretes, highway pavement materials, road marking materials, high friction surfacing and other highways materials and techniques together with resin bound and bonded surfacing materials for off-highway use. Steve was a member of the drafting panel for the recently published BS 8870 – Materials for roads – High friction surfacing – Specification.
Steve currently runs a consultancy business, with the WJ Group being a key client.
